January 31, 2017:

Dear Parents and Community Members:

We are pleased to present you with the Annual Education Report (AER) which provides key information on the 2015-16 educational progress for the Ionia Public Schools and our individual schools. The AER addresses the complex reporting information required by federal and some requirements of state laws. Our staff is available to help you understand this information. Please contact Associate Superintendent Ben Kirby for help if you need assistance.

The DISTRICT AER is available for you to review electronically by visiting the following web site www.ioniaschools.org, or you may review a copy in the main office at your child's school. Each school will also be communicating their own AER to parents directly.

These reports contain the following information:

Student Assessment Data -Includes the following three assessments: M-STEP (Michigan Student Test of Educational Progress), MI-Access (Alternate Assessment), and College Board SAT. Presents assessment information for English language arts and mathematics for grades 3 to

8 and 11, and science for grades 4, 7, and 11, compared to state averages for all students as well as subgroups of students. The report helps users to understand achievement performance within grades and schools, and to make comparisons to district, state, and national achievement benchmarks.

Accountability Scorecard -Detail Data and Status

The accountability portion of the AER includes assessment proficiency and participation rates, graduation or attendance rates, as well as accountability scorecard status.

Teacher Qualification Data

• Identifies teacher qualifications at district and school levels

• Reports percentage of core academic classes taught by teachers not considered highly qualified to teach such classes

NAEP Data (National Assessment of Educational Progress)

• Provides state results of the national assessment in mathematics and reading every other year in grades 4 and 8

Review the table below listing our schools. For the 2016-17 year, no new Priority or Focus schools were named; some Priority or Focus schools did exit their status because they met the

Leading through Learning

exit criteria. New Reward schools were identified using school rankings and Beating the Odds information. A Focus school is one that has a large achievement gap between the highest and lowest achieving 30% of schools. A Priority school is one whose achievement and growth is in the lowest 5% of all schools in the state. A Reward school is one that has achieved one or more of the following distinctions: top 5% of schools on the Top-to-Bottom School Rankings, top 5% of schools making the greatest gains in achievement (improvement metric), or "Beating the Odds" by outperforming the school's predicted ranking and/or similar schools. Some schools are not identified with any of these labels. In these cases, no status label is given.

Ionia Public Schools utilizes a neighborhood elementary concept. Students are assigned to elementary schools based on their address. Students are able to attend other neighborhood schools through a request made to the Associate Superintendent. All requests are considered and we make every attempt to accommodate while maintaining the integrity of class sizes. Requests are considered on an individual basis as they arise.

All school improvement plans are current and posted on the District website under each individual school. www.ioniaschools.orgThe staff at IPS has a curriculum that is utilized across the District. We continue to improve and make adjustments to address the Michigan State Standards. We have implemented a reading series, Reading Wonders, K-5. MC3 Curriculum for Social Studies K-8, revised Math Expressions K-5 and continuous teaching with a focus on conceptual mathematics at the secondary level. The High School ELA Classes are piloting

h

Collections in the 9th and 101

grade courses. We continuously review our materials to ensure that

we are meeting the rigor necessary for our students. We continue to work toward the implementation of the Next Generation Science. Curriculum review and support was active during the 2015-2016 school year.

The district has continued its support of classroom teachers with Instructional Coaching with full classroom and individual cases. Two part-time coaches are able to be present in the classrooms

to support the implementation of strategies and programs as intended.

Dual Enrollment

Shared enrollment between high school and college may be a consideration for students. In some instances, students may have exhausted the ability of the high school to provide advanced

courses in a particular subject area or be able to offer desired courses. High school students may enroll in a public or private post-secondary degree granting institution. Twenty- three students were enrolled for the 2015-2016 school year in post-secondary courses. This number is up from the previous year when we had eighteen students enrolled.

Advanced Placement Courses

For the 2015-2016 school year, eight advanced placement courses were offered at Ionia High School. The courses offered in advanced placement were: Biology, Calculus, English Literature, Psychology, Statistics and U.S. History. In addition, AP Physics and AP Chemistry were offered through Michigan Virtual. 164 Students took AP courses which is a sharp increase from the 117 students who took AP courses

last year.

Graduation Rate - District

The district graduation rate was 85.95% with our Economically Disadvantaged Students graduating at a rate of 80.95%. The Students with Disabilities Population graduated at a rate of

84.62%. The addition of our Virtual and Career Center collaboration has positively impacted the

graduation rate in our district over time. During the 2016-2017 school year, we will be educating the students in our own Virtual Center which will reflect our future graduation rates.

We have addressed the graduation rate for our Economically Disadvantaged and our Students with Disabilities subgroups by increasing our parent communication and providing interventions for students during the day at all levels. A summer school was offered allowing students to gain credits that were previously lost due to course failure. The district provided credit recovery classes during the school day at both Welch High School and Ionia High School with much success.

Ionia Public schools utilizes common summative assessments at grades 6-12 where appropriate. The elementary schools and the middle school used STAR Enterprise to assess student achievement and growth. The use of this data continues to increase. This data is a focus when the teachers and administrators collaborate during the regularly scheduled PLC Days embedded in the district calendar. The staff was able to meet a total of six times during the year. The high school continues to focus on the state standardized tests and common unit assessments.

We continue to focus our efforts to provide for the educational needs of all students at Ionia Public Schools. The administration in the district continues to consider the daily schedule to creatively provide instructional time for additional support during the school day. Nine high school students participated in the 21J online opportunity offered by the district. In addition, there were twenty-three students who participated in the School to Work program.

Congratulations to Twin Rivers Elementary School for being designated as a Reward School. The students have shown great gains over the past year on theM-Step Tests. Likely a correlation that this school boasts terrific Parent Teacher Conference attendance rates. The staff and students should be congratulated on their efforts. Boyce Elementary has a Farm and Garden Club that continues to flourish in their rural setting. This staff and student run club has been a success. Rather Elementary continues to lead the district in student achievement.

Each of our buildings has a detailed school improvement plan which can also be accessed on our web site. Please contact your building principals for specific information about your son/daughter's school and their individual plans for improved academic achievement.

Sincerely,

*f?,

Ronald Wilson
